Die Themen des 2. Quartals, nach Hewitt

During second quarter 2008, legislative activity was dedicated to shoring up employment and social security systems. With the cost of employment on the rise and labor market rigidities discouraging traditional forms of employment, governments have turned their attention to the treatment of temporary workers, entitling them to the same terms and conditions of employment as comparable full-time employees. Compensation issues also preoccupied government officials and legislators, notably the expansion of incentive systems and the introduction of the minimum wage. As inflation and fears of inflation continue to grow, governments, particularly in countries where minimum wage workers predominate, are asking employers to consider off-cycle bonuses or allowances. Some governments are providing employees with fuel and/or food subsidies and freezing some prices. With regard to social security, existing trends were reinforced—retirement ages and contribution requirements are rising. Governments want to discourage early retirement and encourage deferred retirement. (Hewitt Associates)
